Wardogs has three factions. Two of them fill instantly. The third is Lonestar, the Blue Team, and the whole community is dodging it. Here's the evidence, and a survival guide in case you get stuck there.

Blue is the top option, not the best one. All three play the same, so you lose nothing by scrolling down.
Cash comes back from reviving and building. Spend everything in round one, die, and you're broke for round two.
